What OpenAI Actually Did

On Thursday, OpenAI turned on advertising for ChatGPT's Free and Go tiers in India. Logged-in adult users on those plans will now see sponsored content at the bottom of their responses — clearly labeled, visually separated, and, according to the company, completely independent of the answer above it.

If you have been watching the AI business for more than five minutes, you saw this coming. The only real questions were when and where. The when was Thursday. The where is India, ChatGPT's largest market outside the United States, with more than 100 million weekly active users.

The launch starts with sponsored content from more than 50 brands, delivered through ad agencies WPP and Omnicom. Ads appear only on the Free tier and the 399-rupee (about 4 dollars) Go plan. Paid subscribers on Plus, Pro, Business, Enterprise, and Education stay ad-free — for now. OpenAI also built in guardrails before flipping the switch: no ads for accounts identified or predicted to be under 18, and no ads alongside sensitive topics like health, mental health, or politics.

This was not a surprise announcement. OpenAI changed its terms of service earlier this month to clear the way for ads, and it has been quietly testing the product in the United States since February, expanding to Europe earlier this month. India is the biggest test yet — the first time ads have hit a market where the overwhelming majority of users are on the free or low-cost tiers.

Why India: The 100 Million-User Answer

India is not a random pick. OpenAI has spent two years building the country into its second-largest user base, and the playbook has been aggressive. It launched the sub-5-dollar Go plan in August 2025, ran a limited promotion that made that tier free for a full year, advertised heavily during the Women's Premier League and Indian Premier League cricket tournaments, and recently hired Uber's India head to run expansion.

The result is a market where more than 100 million people use ChatGPT every week, and a huge chunk of them have never paid a cent. That is exactly the audience an ad business is built on: massive scale, low willingness to pay, and attention that can be sold.

OpenAI says the move supports "broader access to ChatGPT through free and lower-cost tiers" — which is a polite way of saying the free tier just became a revenue line instead of a cost center. The company also confirmed that ads will not be shown to users who identify as, or are predicted to be, under 18. Ads are already live in 38 other countries, including the US, Japan, South Korea, and 31 European nations, but India is the first rollout aimed squarely at a market built on free users.

The Ads Business in Numbers

Here is the financial reality driving all of this. According to The Wall Street Journal, OpenAI recorded revenue of 6.7 billion dollars in the quarter ended June 2026, up from 5.7 billion the previous quarter. That is roughly 2 billion dollars a month — an enormous number by startup standards, and still nowhere near enough to cover what the company is spending.

Projections put OpenAI's 2026 operating losses near 14 billion dollars, and the company is not expected to reach positive cash flow until 2030. It is planning to go public, reportedly in 2027, and will have to justify an 852 billion dollar valuation to public-market investors who are far less patient than venture funds. Advertising is one of the few levers left that can move the revenue line without raising prices on the users who actually pay.

The market context is why OpenAI is bothering. Analysys Mason data shows online advertising accounts for more than 75 percent of the 1.18 trillion dollar global ad market, with in-app advertising alone representing a 400 billion dollar segment. Early trials reportedly imply 100 million dollars or more in annualized ad revenue for OpenAI's ad product — a rounding error against 14 billion in losses, but a proof point for the IPO story.

The self-serve ad manager launching on September 4 is the tell. With a minimum daily budget of 725 rupees — about 7.60 dollars — OpenAI is not going after a handful of premium brand deals. It is opening the floor to small and mid-sized advertisers. That is the Google and Meta playbook: volume first, self-serve second, premium inventory later. Anyone selling anything should read this as a signal that ChatGPT placement is about to become buyable by small businesses.

The Trust Problem Nobody Has Solved

The hard part is not building the ad server. The hard part is that ChatGPT's entire value proposition has rested on the idea that its answers are independent of commercial influence. OpenAI's own messaging is defensive: ads will be "clearly labeled, visually separate and shown below the response," and "answer independence is non-negotiable."

But the moment sponsored content appears next to answers, a segment of users will start wondering whether the model is quietly shaped by who pays. Even a clean technical separation does not stop the perception problem. Anthropic has been happy to point this out publicly, criticizing OpenAI's advertising plans earlier this year and confirming that Claude will remain ad-free, with no sponsored content near conversations.

The search industry solved this tension by making ads visually obvious and letting the market decide. Google has run ads next to results for two decades and nobody expects the blue links to be clean. But a chat interface is a different contract. It is conversational, personal, and the answer is presented as a single authoritative block of text. There is no obvious place for "sponsored" that does not feel like it is touching the answer.

This is the experiment OpenAI is running on its most price-sensitive market. If Indian users shrug, the ads go everywhere. If they revolt, OpenAI learns the ceiling on ad-supported AI before it has to explain the same rollout to US regulators and investors.

What This Means: The Free Tier Was Always the Product

Strip away the spin and the message is simple: the free tier was never a gift. It was a lead magnet, and now it is a billboard. Every free ChatGPT user in India is about to become an audience being rented out, and the 50 launch brands are paying to stand at the exact moment when, in the words of OpenAI's head of global ads solutions Dave Dugan, "decisions are beginning to take shape."

That framing — ads at high-context moments in an AI conversation — is the real product OpenAI is selling. It is not display advertising. It is placement inside a decision process, which is categorically more valuable than a banner. The 7.60-dollar minimum budget is deliberately low because OpenAI wants every local business in India bidding for a spot inside ChatGPT's answers, the same way local businesses bid for the top of Google search.

For founders building AI products, the lesson is unavoidable. Every "free" AI tool is eventually an ad business, a data business, or a subscription business — and the subscription ceiling gets hit fast. OpenAI's pivot to ads is the industry admitting that the cost of running frontier models cannot be carried by consumer subscriptions alone.

What Comes Next

Watch three things. First, the September 4 self-serve launch: how many small advertisers sign up will tell you whether the demand is real. Second, the backlash meter in India: if the rollout is quiet, expect the US free tier to get the same treatment quickly. Third, the IPO filings: the first S-1 line item on ad revenue will be the definitive answer on how much this business actually makes.

ChatGPT is not a product anymore. It is a media company in training. The free users are the audience, the answers are the content, and the ads are the point. Anyone who thought AI was going to escape the economics of the internet was never reading the numbers.
