Xi Jinping Just Made His First WAIC Keynote — And China Is Redefining the Global AI Order

Shanghai is buzzing. And I mean really buzzing. The 2026 World Artificial Intelligence Conference — WAIC — opened its doors today, July 17, and it's not just another tech expo. This is the moment China pulled the chessboard closer and made its move on the global AI stage.

For the first time ever, Chinese President Xi Jinping delivered the keynote address at WAIC. That alone tells you this isn't business as usual. When the top leader shows up in person at a tech conference — not a video message, not a written statement, but a live keynote — you know the stakes just shifted.

The Message: Open Source as a Public Good

Xi's speech was laser-focused on one message: China wants to position itself as the global champion of open-source AI. He framed artificial intelligence as a "shared asset for all humanity" and called for international cooperation over fragmentation.

Now, I'm going to call this exactly how I see it. On one hand, the sentiment is beautiful — AI should benefit everyone, not just the Silicon Valleys of the world. Xi specifically emphasized giving developing nations a seat at the table through the newly formed World AI Cooperation Organization (WAICO). That's twenty-nine countries that signed on yesterday, July 16, agreeing to build a multilateral framework for AI governance.

But here's where the nuance hits. The Economist just published a piece titled "When China's open-source AI is a trap." And that tension? That's the real story. China is absolutely pushing for open ecosystems — but it's a calculated play. Open source builds dependency. Dependency builds influence. Influence builds standards. And whoever sets the global AI standards will shape the next decade of technological development.

300 Global Debuts and the Humanoid Robot Revolution

Let's talk about what's actually on the exhibition floor because it's staggering. Over 1,100 companies are exhibiting. More than 300 products are making their global debut right here in Shanghai. And the biggest theme this year? Embodied AI — robots that don't just think, but move, grab, and work alongside humans.

Huawei unveiled the Atlas 950 SuperCluster — their latest AI computing behemoth. Agibot rolled out its 15,000th unit, signaling that humanoid robot production is scaling fast. Unitree just got IPO approval. Over 200 embodied AI companies are showing off their latest systems.

This is the part that gets me fired up. We've been talking about AI in the abstract for years — chatbots, models, benchmarks. But WAIC 2026 is showing AI with arms and legs. Robots that can work in factories, hospitals, and eventually homes. The future isn't a chatbot in your browser. It's a machine standing next to you on the factory floor.

The World AI Cooperation Organization — Who's In, Who's Out?

The creation of WAICO is arguably the biggest geopolitical story coming out of this conference. Twenty-nine countries have signed on already. The organization's stated mission is to give developing nations a greater voice in AI governance — a direct counterweight to Western-led frameworks.

UN Secretary-General Antonio Guterres arrived in Shanghai specifically for the high-level meeting on global AI governance. That's significant. The UN is signaling that it sees AI governance as a multilateral issue, not something left to a handful of powerful nations to decide behind closed doors.

But here's the question nobody's answering directly: Is WAICO a genuine platform for inclusive governance, or is it a vehicle for China-led standard-setting that locks out the US and its allies? The answer is probably both. And that's exactly why you should be paying attention.

What This Means for the Rest of Us

If you're building AI products, investing in AI, or just using AI tools in your daily life — what happens in Shanghai this week matters. The standards set here will ripple outward. The open-source models showcased here will compete with Western alternatives. And the governance frameworks discussed here could determine how AI is regulated globally for years to come.

Xi's first WAIC keynote signals that China is moving from "catching up" to "shaping the rules." Whether you see that as a threat or an opportunity depends on where you're sitting. But one thing is certain: the AI world just got a new center of gravity, and it's in Shanghai.

Stay sharp. Stay informed. And don't let the spin doctors tell you this is just another tech conference. It's not.
